The NVIDIA SDK manager is the tool that allows setting up the development environment, including getting the JetPack SDK and optionally flashing the Orin AGX using its UI. The NVIDIA SDK manager runs on a host computer, not in the Orin AGX.
Before using the developer kit you must install JetPack. A Linux host computer with the following minimum system requirements is needed to complete the installation:
 
*Ubuntu Linux x64 16.04, 18.04, or 20.04.
